After I transfer my presets can I delete the cloud based Lightroom from my desktop or will that delete the presets from my tablet?

Hi. You can delete it but there’s really not a reason to. It’s not doing anything bad on your computer, and if you want to add more presets later it’s probably more of a pain to uninstall and re-install than it is just to leave it there.
